THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT.  WEARING OF THE APPROPRIATE ARMY UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION.  PERMANENT CHANGE OF DUTY STATION (PCS) FUNDS ARE NOT AVAILABLE.  DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOMES AVAILABLE.

 

DUTIES: This position is located at an Air National Guard (ANG) Wing, Financial Management (FM). The purpose of this position is to serve as a Staff accountant with responsibility for planning, coordinating and performing comprehensive quality assurance reviews, special studies, and selective internal examinations of base level accounting and financial management programs. Work involves preparing, analyzing, interpreting, presenting, and advising on accounting and financial data. The incumbent concurrently organizes and administers the operation of automated financial systems in support of financial management functions. The work requires a professional knowledge of accounting theories, principles, and practices. Duties performed are in support of state  and Federal ANG operations, training, and readiness missions.  

 

GENERAL EXPERIENCES: (All Grades) Applicant must meet one of the following:

A.  Degree:  accounting or a degree in a related field such as business administration, finance or public administration that included or was supplemented by 24 semester hours in accounting.  The 24 hours may include up to 6 hours of credit in business law.  (The term “accounting” means “accounting and/or auditing” in this standard.  Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor”.)

B.  Combination of education and experience – at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education and training that provided professional accounting knowledge.  Applicant’s background must also include at least one of the following:         

                1.  Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.  Appropriate courses are those that relate to the accounting or auditing field of study; or

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.                                                               

 

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training and experience fully meet the specified requirements.    

 

SPECIALIZED EXPERIENCE(GS-11) - 36 months  (GS-09) 24 months, (GS-07) 12 months  experience which the applicant demonstrates the following knowledge, skills, and abilities (KSAs).

 

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):

1.  Professional and comprehensive knowledge of the theories, practices, methods, and concepts of accounting techniques. 

2.  Skill in applying this knowledge to conduct on-site reviews designed to identify policy, procedural and situational weaknesses and strengths of each functional area; and to modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems within the Comptroller Division. 

3.  Skill in planning, coordinating and conducting an annual quality assurance program is also required. 

4.  Knowledge of applicable laws, policies, and regulations and internal control programs to ensure that review coverage is appropriate in meeting established objectives.

5.  Knowledge of ANG and state financial management objectives, missions, policies and systems, and their relationship with national and local organizational elements, to advise the FM on a wide range of financial management issues.

6.  Knowledge to independently plan and conduct functional area reviews and the ability to gather, organize, consolidate, analyze accounting data, and separate essential from non-essential information. 

7.  Ability to develop findings and/or reports that clearly identify operational problems and trends; and develop alternatives or solutions to resolve conflicting goals and objectives. 

8.  Ability to monitor the resolution of problem areas and correction of deficiencies identified - as technology and methodology changes, the ability to develop and/or modify and review methods and techniques.

                                                               

EDUCATION REQUIREMENT:  NOTE:  An official transcript must be submitted with the job application. Study successfully completed in a college, university, technical or vocational school may be substituted for experience at the rate of one year of study (30 semester hours or 20 classroom hours of instruction per week) for 6 months of experience.  Courses must be directly related to the work of the position.
