THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT.  WEARING OF THE APPROPRIATE ARMY/AIR UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION.  THIS MAY BE A DEVELOPMENTAL POSITION. PROMOTION IS NOT GUARANTEED, NOR IS THE PROMISE OF PROMOTION IMPLIED.  DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOME AVAILABLE. TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID FOR THIS POSITION.  

 

DUTIES:  This position is located in the Purchasing and Contracting Division of the United States Property and Fiscal Office (USPFO).  It is responsible for a full range of contracting functions including pre-award and post-award activities for a variety of complex supply service, construction, architect & engineering (A&E), automated data processing equipment (ADPE) contracts, and multiple award best value Task Order Contracts.  It provides contracting services for all Army and Air National Guard (NG) locations throughout the State.  Contracting is accomplished through negotiation, sealed bidding, or Small Business Administration procedures.  Contracts frequently cover a period of more than one year.  Employee prepares and administers a variety of Cooperative Funding Agreements and Inter-Service Support Agreements.  The position prepares for and conducts or attends numerous meetings throughout all phases of assignments. This position is responsible for the preparation of the Ohio National Guard Master Cooperative Agreement and the required appendices for both Army and Air. It monitors the Program Manager’s execution rate of the Cooperative Agreement funds through reviews and routine audits and prepares amendments as necessary. It also monitors federally funded contracts awarded through state contracting procedures to determine compliance with terms of the controlling Cooperative Funding Agreement.  

Functions as a Contracting Officer within designated contract authority. This position requires military membership. It is designated for National Guard officer incumbency only. The incumbent provides subordinate guidance and team leadership to NDS and DS employees. Incumbent plans, organizes, manages, and performs duties necessary to accomplish contracting functions to provide for supplies and services in support of programs essential to state Army and Air National Guard daily operations, training, and readiness missions. Fosters an environment conducive to teaming among service providers and customers to meet state Army and Air National Guard requirements. 

 

  BASIC REQUIREMENTS, A 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management TRANSCRIPTS MUST BE ATTACHED. Must have at least Level I Contracting  Certification.  

 

SPECIALIZED EXPERIENCE:  Must have one-year equivalent to the next lower grade level which is in or directly related to this position and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

  1. Developing, preparing, and presenting terms and conditions in bids or proposals related to the award of contracts.
  2. Negotiating and awarding contracts, contract modifications, and /or subcontracts.
  3. Legal practice involving participation in negotiating, awarding, or administering contracts, or the analysis of procurement policies and procedures....
  4. Administering the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluating of performance under the contract, and contract termination....
  5. Analyzing proposed prices or cost, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production efficiencies, and evaluating methods of allocating costs through various types of overhead and general administrative....
  6. Formulating policies and procedures for the acquisition of goods or services, participating in procurement management’s reviews and contract clearance, or developing positions on claims and protests related to contracts.

 Experience may have been gained in work such as the following:

1.   Procurement, purchasing, rental, or lease of supplies, services, and equipment through open market methods, placement of purchase agreements or under indefinite delivery contracts such as Federal supply schedules, or other purchase procedures pertinent to contracting.

2.   Governmental or commercial purchasing, procurement, contract negotiation, administration, or termination functions that included preparing solicitations, contracts, contract modifications, or supporting procurement documents; evaluating and reporting on performance of contractors in meeting terms of contracts; or obtaining and analyzing product and price data for contract negotiations.

3.   Performing comparative analysis of vendor terms and/or price quotations with historical data to develop recommendations on vendor terms and/or price quotations with historical data to develop recommendations on vendor selection, terms, or prices.

4.   Buyer, purchasing or business manager, or other position that involved selecting appropriate suppliers, performing cost or price analysis, and/or establishment of terms or prices for goods or services.

 EXCEPTIONS: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.

 

EDUCATION FOR SPECIALIZED& EXPERIENCE

     
GS-11 COMPLETION OF 1 FULL ACADEMIC YEAR OF GRADUATE EDUCATION, LAW SCHOOL, OR SUPERIOR ACADEMIC ACHIEVEMENT 1 YEAR EQUIVALENT TO AT LEAST GS-09

 

ALTERNATE REQUIREMENTS:  Certification by a professional procurement association.  The following certificates, obtained through written examination, are acceptable to meet GS-05 level requirements:  Certified Professional Contract Manager from the National Contract Manager from the National Contract Management Association, Certified Purchasing Manager from the National Association of Purchasing Management or Certified Public Purchasing Officer from the National Institute of Governmental Purchasing. Applicants with one of these certificates may also qualify for positions above GS-05 depending on their education and/or experience.

 

LIMITATION OF CREDIT FOR TRAINING OR EDUCATION:  Not more than one year of acquisition training or education may be substituted for the required experience.  NOTE: College Transcripts are required and must be submitted with the Job Application. 

MUST MEET DOD ACQUISITION TRAINING REQUIREMENTS WITH 18 MONTHS OF ASSIGNMENT.
