THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT.  WEARING OF THE APPROPRIATE ARMY/AIR UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION.  THIS MAY BE A DEVELOPMENTAL POSITION. PROMOTION IS NOT GUARANTEED, NOR IS THE PROMISE OF PROMOTION IMPLIED.  PERMANENT CHANGE OF DUTY STATION (PCS) FUNDS ARE NOT AVAILABLE.  DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOME AVAILABLE.

 

DUTIES:  This position is located in the Air Operations Division of an Air National Guard Aviation Wing.  It’s purpose is to: plan, implement, and control all operational administrative aspects of aircrew resource management, aircrew training, aircrew incentive pay, various Air Force forms, Aviation Resource Management System (ARMS) control, ARMS interfaces, operational reports, technical guidance, and training of assigned aviation resource management personnel. This is accomplished through the: interpreting and administering of laws and regulations; directing, controlling, and monitoring the resource and training requirements of assigned rated and non-rated aircrew for mission accomplishment and safety of flight; and serving as the overall ARMS database manager, analyst, and administrator for the Wing. As required, the position periodically performs Flight Services Specialist duties.

 

GENERAL EXPERIENCE: Experience, education, or training which demonstrates the applicant’s ability to interpret, explain, and/or apply a variety of aviation regulations and procedures.

 

SPECIALIZED EXPERIENCE:  (GS-9) 24 months experience in which the applicant demonstrates:

1.  Experience in aviation management programs providing applicant the background in determining eligibility and entitlements to incentive pay.

2.  Experience in applying management principles, programs, policies and practices.

3.  Experience in interpreting and explaining laws and regulations.

4.  Experience in utilizing computer databases and other programs to create reports, tables, or products.

 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

1. Broad knowledge of various aviation management programs, policies, requirements, and objectives to: determine eligibility and entitlements to incentive pay; publish aeronautical and military pay orders; review information received from finance, medical, personnel, and maintenance for use in the review and auditing of flight records to include: correct and current aeronautical orders, military pay orders, medical and physiological requirements, training requirements, flying hours, and Aviation Position Indicators.

2.  Ability to apply knowledge of aviation resource management principles, programs, policies, and practices, and skill in interpreting and explaining the law and regulations relating to all facets of administering the incentive pay programs (ACIP, CEFIP & HDIP).

3.  Ability to monitor training requirements of rated and non-rated aircrew for mission accomplishment and safety of flight.

4. Knowledge of and skill in flight management principles and methods, to include management of the flying hour management program.

5. Knowledge of software programs, i.e. Aviation Resource Management System, Oracle Browser, and various ad-hoc programs, to create or revise various reports, tables, or products.

6. Skill in evaluating the effectiveness of the program managed and in developing strategies for necessary improvements.

 

SUBSTITUTION OF EDUCATION: NOTE: College Transcripts are required if you wish to use Education as a substitution for experience or if a degree is a requirement for the position.  An copy of the transcript must be submitted with the Job Application. Education must be directly related to the field of work. Study successfully completed in a college, university, technical or vocational school may be substituted for experience at the rate of one year of study (30 semester hours or 20 classroom hours of instruction per week for 6 months of experience).   Maximum credit is 6 months of specialized experience.
