THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT. WEARING OF THE APPROPRIATE ARMY/AIR UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION. THIS MAY BE A DEVELOPMENTAL POSITION. PROMOTION IS NOT GUARANTEED, NOR IS THE PROMISE OF PROMOTION IMPLIED. PERMANENT CHANGE OF DUTY STATION (PCS) FUNDS ARE NOT AVAILABLE. DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOME AVAILABLE.
DUTIES: This position is located in the Environmental Management Branch of the State Army National Guard (ARNG) Headquarters. Serves as the State ARNG Environmental Program Manager with responsibility for supervising and managing the state environmental program in conformance with Federal, state, and local rules and regulations. Serves as the focal point and technical expert to the Adjutant General; and provides advisory services to all units within the state regarding National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air Quality, Water Quality, Hazardous Waste Management and various other environmental programs. Ensures that applicable Federal, state, and local environmental standards, regulations and laws are maintained. Assures compliance with policies, regulations, and Federal, state, and local statutes. Supervises technician and/or state personnel engaged in a variety of work directly related to the state environmental program.
GENERAL EXPERIENCE: Experience which has provided a basic knowledge of industrial hygiene, occupational health, radiological health, and environmental protection. Must be familiar with the methods used to ensure healthful working conditions are maintained and that the environment is not adversely affected by ANG operations.
SPECIALIZED EXPERIENCE: (GS-12) 36 months experience in which the applicant has demonstrated the following:
1. Experience in working with the principles, practices, concepts and skills in environmental programs, sufficient enough to serve as an expert technical advisor.
2. Experience in developing technical parameters and justifications of or development of plans for improvement or alteration or construction of new facilities.
3. Experience in assessing an installation’s activities impact on its environment, ecology, and public safety.
4. Experience in conducting inspections, evaluating violations and proposing corrective actions.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): GS-12
1. Skill identifying adverse environmental hazards.
2. Knowledge of Federal State, DOD, USAF and ANG regulations.
3. Knowledge of organizational structure.
4. Skill in writing reports, detailing survey, test results and unusual work occurrences.
5. Oral communicational skills.
6. Skills in use and maintenance of survey equipment.
SUBSTITUTION OF EDUCATION: NOTE: College Transcripts are required if you wish to use Education as a substitution for experience or if a degree is a requirement for the position. An copy of the transcript must be submitted with the Job Application. Education must be directly related to the field of work. Study successfully completed in a college, university, technical or vocational school may be substituted for experience at the rate of one year of study (30 semester hours or 20 classroom hours of instruction per week for 6 months of experience). Maximum credit is 6 months of specialized experience.
